According to reports, the General Administration of Customs expanded the scope of the prepackaged food export pilot project on the basis of the Xiamen, Hangzhou, and Changsha customs market procurement trade prepackaged food export pilots. Under the premise of "controllable risks, traceable sources, and accountability", all relevant customs directly under the local government may, upon the application of the local government, support the local government to carry out the export of prepackaged food purchased from the market. At present, the local governments of Guangzhou and Kunming where the customs are located have started the pilot application work.

The Chinese and overseas Chinese scattered all over the world have an inseparable preference for food from their hometowns, especially the countries and regions along the "Belt and Road", which have a strong demand for trade in prepackaged food. Under the traditional general trade export mode, food must be inspected and quarantined by the customs at the place of origin, and can only be exported after passing the conformity assessment. Yiwu exporters purchase prepackaged food from the market in a small quantity, a large variety, and a wide range of origins. It is objectively difficult for the customs of the origin to implement inspection and quarantine one by one according to the general trade model. Exporting prepackaged food through market procurement trade meets market needs and corporate demands.
In April 2020, the Import and Export Food Safety Bureau of the General Administration of Customs officially approved Hangzhou Customs to carry out the pilot work of exporting prepackaged food through market procurement trade. "Through the market procurement trade model, enterprises can purchase commodities in the identified market agglomeration area, and qualified operators will go through the export customs clearance procedures at the place of purchase, so that the export of prepackaged food is no longer limited to the place of origin of the food. The pre-packaged food purchased in the Yiwu market cluster area has a more convenient way to apply for inspection and export, and now pre-packaged food of multiple categories and origins can be inspected and exported at one time at the place of purchase, realizing immediate release and fast customs clearance.” The above-mentioned person in charge said that since the pilot work has been promoted for more than two years, Yiwu Customs has supervised the purchase of pre-packaged food for export in Yiwu market.
At present, the Yiwu market procurement pilot can export 11 categories of prepackaged food, including beverages, pastries, biscuits, candy, noodles, condiments and other foods, and the export scope covers Morocco, Singapore, Malaysia, Chile and other Southeast Asian, Middle Eastern, South American and African countries or area.
In order to support the development of new forms of trade, the General Administration of Customs has also optimized the applicable conditions for automatic document verification for small-value and small-batch exports, and adjusted the scope of applicable enterprises to be applicable to all enterprises except the shipper’s customs enterprise whose credit rating is untrustworthy. The scope of application of small batch export inspection and quarantine automatic document review and rapid issuance of electronic accounts. At present, the reform has achieved initial results. Only Yiwu Customs applies to small-value and small-batch enterprises, which has increased from 17 to 63 before.
In addition, the General Administration of Customs has further optimized supervision, strengthened risk research and judgment, and focused the supervision of market procurement trade on cracking down on relevant prohibited and restricted commodities, such as entrapment and infringement of intellectual property rights.
The above measures have further improved the efficiency of customs clearance of market procurement trade since July 15. Taking Changsha Customs as an example, the average customs clearance time for market purchases is about 1.27 hours, a reduction of nearly 72%.
