Foreign trade continues to maintain a stable and positive trend

September 02, 2022

Observing the foreign trade situation, the certificate of origin is an important barometer. According to data released by the China Council for the Promotion of International Trade on August 29, in the first seven months of this year, the national trade promotion system issued a total of 2.715 million certificates of origin, with a total visa amount of US$233.31 billion, achieving rapid growth.

The certificate of origin is a certificate issued by a specific institution in the exporting country to prove that the exported goods are of the origin of the country (or region), so its issuance is also regarded as a barometer of foreign trade. China Council for the Promotion of International Trade is one of the statutory bodies for issuing certificates of origin in China.

Sun Xiao, spokesperson of the China Council for the Promotion of International Trade and Secretary-General of the China Chamber of International Commerce, introduced at the press conference held by the China Council for the Promotion of International Trade on the same day that since the beginning of this year, the issuance of certificates of origin in the national trade promotion system has shown three characteristics:

First, the growth rate is fast. In the first seven months, the number of visas increased by 23.7% year-on-year, reflecting that China's foreign trade continued to maintain a stable and positive trend. Among them, there were 1.9706 million non-preferential certificates of origin with an amount of US$198.834 billion, a year-on-year increase of 22.28%; and 744.9 thousand preferential certificates of origin with an amount of US$34.474 billion, a year-on-year increase of 32.35%.

Second, the number of service enterprises is large and wide. In the first seven months, a total of more than 80,000 foreign trade enterprises in 30 provinces, autonomous regions and municipalities across the country have been issued certificates of origin, involving electromechanical, chemical, textile, automobile and other industries.

Third, the issuance of the Certificate of Origin of the Regional Comprehensive Economic Partnership (RCEP) has become a new growth point. In the first 7 months, 70,200 RCEP certificates of origin were issued, with an amount of 3.432 billion US dollars. The exporting countries covered all 12 member states that have implemented the agreement. There were more than 15,000 certificate companies, which are expected to be Chinese export products in RCEP importing member countries. About $52 million in tariff reductions.

Previously, some foreign trade companies reported that problems such as rising ocean freight rates and lack of containers and cabinets had a greater impact on business operations. Sun Xiao said that companies reported that the freight rates of some popular routes have dropped, and the container shipping market is no longer "hard to find". A recent survey conducted by the China Council for the Promotion of International Trade on more than 500 enterprises showed that the main difficulties faced by enterprises are slow logistics, high costs and few orders. 56% of companies said that raw material prices and logistics costs are high. For example, although the freight rate of ocean shipping routes has fallen in the short term, it is still at a high level in the medium and long term. 62.5% of the companies indicated that orders were unstable, with more short orders and small orders, and fewer long orders and large orders. The demands of enterprises mainly focus on maintaining the stability and smoothness of international and domestic logistics, implementing bailout and assistance policies, and facilitating cross-border personnel exchanges. Some companies are looking forward to resuming domestic exhibitions and opening overseas exhibitions to obtain more orders.

"During the survey, we also noticed some positive factors. In the past three months, with the domestic epidemic under effective control, especially the accelerated implementation of the national economic stabilization package, foreign trade imports and exports have stabilized and rebounded, and business expectations and confidence are gradually improving. ." Sun Xiao said.

According to reports, the China Council for the Promotion of International Trade (CCPIT) is taking multiple measures to serve enterprises and promote the stability and improvement of foreign trade, including in-depth studies on resuming the approval of overseas economic and trade exhibitions, helping enterprises to "guarantee orders and increase orders"; and provide enterprises with diversified international commercial legal services , to help enterprises prevent risks and stabilize the market; build a comprehensive platform for service enterprises, etc.

"In the next step, we will closely follow and judge the new trends of foreign trade enterprises, the new results of the implementation of the relief policy for enterprises, and vigorously support foreign trade enterprises to obtain orders, stabilize the market, and make greater contributions to stabilizing the overall economic market." Sun Xiao said.
